Meet the Team

The organistions senior management team and heads of service are:

Julie Daines - Managing Director / Chief Finance Officer / SIRO

Julie was appointed as NHS Greater Manchester Shared Services Managing Director in July 2015 as part of hosting arrangements with NHS Oldham Clinical Commissioning Group (CCG). She carries out this role in addition to the Chief Finance Officer (CFO) role for NHS Oldham CCG to which she was appointed in 2012.

Julie originally joined the NHS in 2005 as Deputy Director of Finance for NHS Ellesmere Port and Neston Primary Care Trust (PCT). She moved to NHS Oldham PCT in 2007 as Deputy Director of Finance before being appointed as Turnaround Director and later Locality Director of Finance.

Prior to this Julie became a trainee accountant on leaving school and worked in finance roles for companies including Colman's of Norwich (Reckitt and Colman), Yorkshire Water (Kelda Group) and Aventis CropScience Ltd (Bauer Group) whilst gaining her professional qualification. During her career Julie has worked in the fields of Management Accounting and Reporting, Financial Accounting and Shared Services Business Transfers.

Julie is a Fellow of the Chartered Institute of Management Accountants.

Kate Rigden - Deputy Chief Finance Officer

Kate has 15 years of NHS experience which started when she achieved a place on the National Financial Management Training Scheme. This provided her with the opportunity to work with a number of different organisations including acute trusts, mental health trusts and commissioning organisations whilst gaining her formal accounting qualification (CIMA) and management development skills.

Following completion of the scheme Kate held a number of senior finance roles including Divisional Finance Manager at Stockport NHS Foundation Trust, Head of Provider Finance, Project Accountant, and Head of Finance- Business Unit and Best Value at NHS Salford Primary Care Trust.

Kate is currently Deputy Chief Finance Officer at NHS Greater Manchester Shared Services (GMSS) and manages the Corporate Finance team and the Financial Services team who deliver financial accounting services to GMSS CCG customers.

As a core member of the GMSS Senior Management Team and Chair of the Finance Performance and Governance committee Kate is responsible for ensuring accurate and robust financial reporting and contributes to the wider governance and management of the organisation.

Andrea Anderson - Head of People Services

Andrea has worked for the NHS for eight years, initially for NHS Bury Primary Care Trust as Associate Director of HR and Organisational Development and then as the Director of HR and Organisational Development for NHS Greater Manchester through the transition of staff from Primary Care Trusts to Clinical Commissioning Groups and Greater Manchester Commissioning Support Unit. She is now Head of People Services for NHS Greater Manchester Shared Services.

Prior to her NHS career, Andrea was the Executive Head of People Strategy at Greater Manchester Police and held a number of roles both at the training centre and the HR branch during her seven years' service there.

Andrea has a BSC in Psychology and a Post Graduate Diploma in Human Resource Management. In 2015 she became a fellow of the Chartered Institute of Personnel and Development She is a qualified coach as well as a qualified Myers-Briggs Type Indicator (MBTI) and Neuro-linguistic programming (NLP) Practitioner.

Andrew White - Head of Medicines Optimisation / Caldicott Guardian

Andrew is currently Head of Medicines Optimisation at NHS Greater Manchester Shared Services.

He is currently leading and shaping the medicines enabling workstream which is part of the Greater Manchester health and social care devolution. The workstream aims to improve the health and wellbeing of the population, whilst maintaining clinical and financial sustainability.

He has worked in clinical, managerial and board level roles in the NHS around Greater Manchester in Primary Care Trusts, NHS trusts, PCT Clusters and Commissioning Support Units. Prior to joining the NHS in 2003 Andrew was a community pharmacist for 10 years with a BSc (hons) and clinical diploma in pharmacy.

Adrienne Bell - Head of Patient Services and Experience (inc. NHS 111 and Resilience) and Deputy Caldicott Guardian

Adrienne is a clinician with over thirty years' NHS experience. She has presented various clinical audit and research projects nationally and internationally and has given lectures in clinical quality and clinical governance at the University of Manchester.

During a break from the NHS, Adrienne worked as an account director for an independent company and also as an application's assessor supporting medical underwriting for the insurance industry.

She joined North West Ambulance Service NHS Trust as Clinical Governance and Quality Manager for Greater Manchester. Her successive role was as regional Commissioning for Quality and Innovation (CQUIN) project lead identifying and scoping out alternatives to sending patients to A&E.

Having previously managed various programmes of change and also leading the effective closedown of NHS Manchester Primary Care Trust, Adrienne came to NHS Greater Manchester Commissioning Support Unit as a Senior Contract Manager. Whilst in this role she took on the management of NHS 111. She supported Greater Manchester through the effective remobilisation of NHS 111, and continues, in her current role as Head of NHS 111 at NHS Greater Manchester Shared Services. She has also taken on the role of Patient Services Lead, Resilience Lead and is currently deputy Caldicott Guardian.

Adrienne is a registered nurse and midwife, has a post graduate diploma in management studies and a master's degree in management from Manchester Metropolitan University.

Graham Coxon - Head of Integrated Governance and Risk. Deputy SIRO

Graham has worked in the NHS for over 10 years initially working in Finance as a qualified accountant and then as Primary Care Dental Contracting lead before heading up the Information Governance and Litigation services at NHS Manchester.

He then went on to lead the Risk and Compliance Service at NHS Greater Manchester Commissioning Support Unit before extending his service management to include Resilience, EDHR and Information Governance at NHS North West Commissioning Support Unit.

In his current role as Head of Integrated Governance Graham has responsibility for Information Governance and Risk and Compliance services for a range of Clinical Commissioning Groups across Greater Manchester as well as having responsibility for Information Security and being Deputy SIRO for NHS Greater Manchester Shared Services.

Lynne Duxbury - Head of Effective Use of Resources and Data Quality Services

After graduating from Sheffield University where she studied applied statistics, Lynne joined the NHS where she has worked for over 20 years.

Her career began in Business Intelligence, initially as an Information Officer/Analyst at Barking and Havering Health Authority in Essex through to head of information at Salford Royal. She has worked in both provider and commissioning environments including Pennine Care NHS Foundation Trust, the National Primary Care Development Team and more recently NHS Greater Manchester Commissioning Support Unit (CSU).

When Lynne joined the CSU she established and managed the Effective Use of Resources (EUR) and the Equality, Diversity and Human Rights Services. She continues to manage the EUR service for NHS Greater Manchester Shared Services and has recently added the management of Data Quality to her portfolio.

Lynne has responsibility for the effective operational management, budget management and partner relationships for the services she manages. Lynne has recently gained a post graduate qualification in Health Care Economics and Health Policy from the University of Birmingham.

Ann Halpin - Head of IT Technical Support

Ann has worked in NHS informatics services for 24 years. During her career she has had wider commissioning roles including leading on strategic planning, annual planning processes, winter planning, workforce planning and commissioning acute and specialist services from NHS Trusts.

Ann was formerly the Associate Director for IM&T at NHS Bury Primary Care Trust where she led many early adopter projects as part of the National Programme for IT. She was appointed to her role at NHS Greater Manchester Commissioning Support Unit in June 2012. Ann led the formation and transition of the IT services from the 10 former NHS Primary Care Trusts and an IT Strategic Development Programme to consolidate the infrastructure and services across Greater Manchester.

In her role as Head of IT Technical Support at NHS Greater Manchester Shared Services Ann is responsible for ensuring appropriate operational systems, services and processes are in place to deliver effective IT services to the Clinical Commissioning Groups, GP Practices and other organisations commissioning services. She leads on the financial planning, service level agreements and the overall management of IT Operational services on a day to day basis.

Stuart Moore - Head of Market Management

Stuart has worked in the NHS for eight years initially working as an interim procurement specialist at NHS Tameside and Glossop Primary Care Trust (PCT) before moving into a permanent team leaders role in 2009, managing the procurement team.

He then went on to head up the procurement team at NHS Greater Manchester that provided the PCTs across the region with the relevant skills, knowledge and expertise to support their procurement and commissioning needs in line with evolving NHS, National and EU procurement legislation and law.

Stuart then went on to lead the Market Management teams at NHS Greater Manchester Commissioning Support Unit (CSU) and NHS North West CSU before moving into his current role at NHS Greater Manchester Shared Services (GMSS).

As Head of Market Management Stuart is responsible for the strategic and operational management of procurement for GMSS and its Clinical Commissioning Group customers. He helps them to improve their services and supports the development of new contract models, ensuring compliance with European law and mandatory NHS policy.

Prior to joining the NHS, Stuart's background is as an accomplished procurement specialist with 18 years supply chain experience across utilities, Aerospace and manufacturing industries. Before working in procurement and market management, Stuart was a mechanical engineer working for Aerospace and in the rail industry.

Claire Norman - Head of Communications, Engagement and Marketing Consultancy

Claire Norman leads the communications, engagement and marketing consultancy for NHS Greater Manchester Shared Services.

She is a highly experienced communications professional who has built and led the strategic communications, engagement and marketing functions in national and regional organisations.

She has worked in the NHS and local government, as well as having more than five years' experience as a journalist. Her expertise encompasses the range of communications, engagement and marketing skills, with particular specialisms in strategy development, reputation management, crisis and issues management, stakeholder engagement, media and social media strategy and implementation, internal communications, brand and corporate identity development and setting up of new communications functions.

Claire currently leads the communications and engagement function for the Greater Manchester Health and Social Care Partnership, the body overseeing the devolution of the £6bn health and care budget to the region. She has been in charge of this since shortly after the devolution deal with the Government in February 2015. She has built the team delivering communications for one of the highest profile programmes in the country, including the creation and implementation of an award winning campaign to engage with thousands of people across Greater Manchester about taking charge of their own health.

Sue Pitt - Head of Contract Management and Performance

Sue joined the NHS as Deputy Director of Contracting and Performance for NHS Tameside and Glossop PCT in 2008. In 2013 she joined NHS Greater Manchester Commissioning Support Unit as Head of Contract Management and Performance a role she continues in for NHS Greater Manchester Shared Services.

Sue is currently studying for a Masters in Healthcare Leadership.

Martin Sheridan - Head of IT Delivery and Development

Martin has 11 years NHS experience. He worked as a Programme Manager for the National Programme for IT (NPfIT) in the North East Sector of Greater Manchester delivering national primary care IT projects and then for NHS Greater Manchester Commissioning Support Unit where he helped to set up the Project Management Office (PMO). Martin is currently the Head of IT Delivery and Development for NHS Greater Manchester Shared Services.

In his current role Martin continues to oversee the deployments of national IT projects but has expanded his remit to cover the whole of Greater Manchester including a large number of local IT projects and a range of complex, high cost Greater Manchester wide infrastructure projects that make up the Service Transition Programme. In addition to delivering projects Martin's team also provides day to day IT support and assistance to all Greater Manchester GP Practices.

Before joining the NHS Martin served in the RAF for 20 years working as an Electronics Engineer on aircraft including Nimrods, Tornados and Typhoons. He has a Post Graduate Diploma in Health Informatics from the University of Manchester and a Masters Degree in Management from Manchester Metropolitan University.
